If you two like each other back then you should Definitely try and start a relationship. That is of course if you are ready for one. If you are not ready for one, I recommend you two stay strong friends until you decide to date each other.

Try not to rush things between you guys, rushing things would only end up in disagreements.

I think you should do whatever you're comfortable with.  If you're completely scared, then no you don't have to ask him.  If you're normally the open type, then ask him.  You have really nothing to lose.  You said you told him, but I'm not sure what he said back.  You could ask him in a letter.  Or on the phone.  Text.  There are many possibilities.  I'm sure you two will still be good friends even if he says no.  So give it a shot.
