i'd leave it to dry for a while and if it still doesnt respond, take it to a professional computer person.
Once I spilt water all over a computer at school and it was fine.

The milk probably shorted out the keyboard. If you turn off the laptop, and let it dry for like 1 or 2 days, it should work, if not, then you left it on too long, and there may be permanent damage.
