no, because when I say somebody cuts for attention, that does not mean I want attention nor does it mean I would cut for attention, the same for most other things, you assume that what the person is doing goes with that person's personality and thus you can almost guess what type of actions they will make but this has nothing to do with the assumers thoughts 
It could mean that IF you did cut it would be for attention. Not that would, but if. If that makes sense... What kind of past actions would make you think that a person was a cutter? Just curious. 
you're not basing the assumption on past actions, but the person's personality. when you make assumptions you're looking at the other person critically for signs that you could use to guess why they are committing an act. But past actions in this case would be useful, if they had a past of doing silly things just for the attention
