they go into groups through due to the basic mentality of conformity. people feel safer in packs, they see opportunities whilst losing some of their sense of reasoning through sheer numbers, leading them to believe that they are going to be the dominant authority in a place leading to illegal actions (theft, drugs...)
it gives them a general sense of belonging which feels very comforting
