Thats not a lot. Most of the Tempo owner's I've talked with, in real life and on the internet, claim 25MPG over more. I don't know what my Tempo gets, but its going to be on the low end of the pre-1992 models as its got the HSO and some extra weight.
most also have the 2.3 i4.. whereas his cavalier has a 3.1 v6 and he's likely not tuned it up yet
