Well, if you care about this guy and if you do want to take it further, I think you should talk to him again. Why not? There could be all sorts of reasons behind his actions, but you'll never really know unless you talk to him and try to straighten it out. I think it just comes down to how much you really like him and if you still want to be with him. I also think it's important that you both talk about what you want out of this. If you do want to make things official, but he still refuses, are you willing to stay in this "seeing eachother" phase? I reckon that's something you should have a wee think about, and come to a decision about how you view this guy and this relationship through whatever conclusions you draw from that think.
