1. How do you tell what shades for eyeshadow/blush/etc work well with your skin, and
2. What is a reasonable price for good make-up products? Like for eyeliner, mascara, etc. Because my mom gets really cheap make-up, and she doesn't like me getting stuff that's more exprensive, but maybe she's just cheap??

Here are a couple of websites that explain how to choose colors based on your skin tone.  

When it comes to cheap makeup, you usually get what you pay for, IE. CHEAP makeup that doesn't look great on your skin, isn't good for your skin, or just doesn't last throughout the day.  One thing cheap makeup will do for you though is let you experiment with colors.  Try wet & wild, bonnie bell, or any other makeup that's very cheap that way you can get 5-10 different colors just to try them out to see what looks the best on you.

When it comes to how much I spend on makeup,it's usually around $6 for mascara, $5 for eyeliner, and $7 for lipstick/gloss.  This is still on the cheaper side of things as makeup gets a lot more pricey than that.  I use mineral makeup for the rest of the items I use, so that's a little pricier, but it's done wonders for my skin.

And don't worry about looking like a "newbie".  That's what this thread is for. :)

Foundation: Rimmel Stay Matte pressed powder (cos its cheapest and does the job), and priceline pressed powder (bought by accident once. wrong colour for me but looks good on top of the rimmel)

Mascara: Rimmel Extreme Definition waterproof. I have never found a mascara that does not end up all under my eyes even if I don't touch them, and this is no exception, however little I put on. As a result, I rarely wear it.

Blush: mum's old one. Can't read label. I guess that's bad. I think it's Rimmel. Nice colour though.

Eyeshadow: I like it but I don't wear it. I prefer really bright creamy colours - I'd love orange, yellow and red to blend, or neon green - but can't find them. Most of mine just don't stay on, or rub onto my upper lid and look silly.

Eyeliner: Avon glimmerstick, and Face of Australia liquid. Used occasionally; both work ok. I'm not heavy on eyeliner because pencils smudge under my eyes.

Lips: Avon glimmerstick lipliner. It's secondhand. Embarassing, but at least it didn't cost me :P and whichever lipstick I feel like at the time - there are too many and mine are all (except the expensive red one) cheap brands people gave me or whatnot.

Lipgloss: Hah! have so many, hate them all - I just use vaseline. I like flavours but I lick them straight off.

So... it's clear I'm not that into makeup. I love it, but it's expensive to get too involved in - plus it makes me feel like I'm trying to fit into magazine standards of beauty (ie. they're just taking my money), and that bugs me. still, makeup's really fun, so maybe I should ignore that and do what I want.

QUESTIONS:
Any help regarding mascara ending up under my eyes?
Do higher quality eyeshadows stay put?

about mineral makeup - how bad is it with pore-blockage? Have you had any problems with pimples occurring? Better or worse than the usual shop-bought stuff?

The one I use has NO pore blockage.  The tiny blackheads on my nose (that I have had there for as long as I can remember) are actually going away.  It's weird, but alas, I'm not complaining.  Also, the company I went with has several different versions of the same makeup.  I use Original Glo, but there is also Matte, and Intensive (if you go on their site, they explain what the differences are in the 3 different kinds).  I don't have very oily skin (yet I still break out, wtf?), so the Original Glo is wonderful for me.  Again, if you are wanting to try it out, they have free samples (though I am not sure about shipping to Australia).  

And about the eyeshadow, yes the higher quality eyeshadows stay put (or at least they have in my case).  The mineral eyeshadow I use stays all day, and so does MAC eyeshadows.  MAC is on the more pricey side, but they are definitely worth it.

Foundation: Maybelline Pure Make-Up (shade 3 with a little bit of shade 5 mixed in). Feels amazing on combination skin, not greasy at all. Sometimes I mix a little smashbox "artificial light" with my foundation for extra shimmer.
Blush: Smashbox softlights, covergirl bronzer, or benefit "dallas".
Mascara: Maybelline volume stuff... Not the turbo, though, it dries out too fast. Nothing special.
Eyeliner: REVLON. The 16 hour stuff. It's AMAZING. I thought that I was plagued for life and that all eyeliners would smudge under my eyes... until I found this incredible product.
Powder: Maybelline matte something or other. Again, nothing special. Does the job.
Lip balm: Avon stuff with sunscreen.
Lip gloss/colour: I'm a lip gloss junkie. I have everything. My fave right now is my benefit lipgloss... Smells really good, not too sticky. Covergirl makes some good lipgloss too. I hate mac lipglass, too sticky. Dior lipgloss is a fave, mostly because of the creative containers for the gloss.
Eyeshadow: Smashbox smashbox smashbox. I cannot recommend their eyeshadows enough. Find the ones that come in threes, feel them, and then you will understand. Mac is good too, until you carry them in your bag and they shatter into a million pieces.

I recommend almost anything by the brand Smashbox. Especially their shimmery eyeshadows and "artifical light" luminizing lotion. It's worth the extra cash. OPI is the best nailpolish. For some reason the matte shades chip less than shimmery shades, I don't know why. Anna Sui is my favorite for perfume.

I am very much a stinge, but, I do spend what I consider to be alot on makeup.
Foundation: The most I would spend is around $20, I try to spend no more than $15, tho.
Mascara: I scared myself and spent $15 the other day. Sooooo worth it tho.
Eyeliner: $11. Only reason I did was cos I had a voucher, now, I fell in love with my eyeliner and couldn't stop buying it.
Blusher: According to my mum, blush should be expensive. I keep it around $10 for a miracle product.
Lipgloss....... I am a bit fanatic about lippy stuff. $5-$30.

Skin products should be good quality, they're worth the extra mullah.
Hair stuff also.
