Not quite, the ps1 came out before the Dreamcast so...

They borrowed more from the Saturn than anything else. The Saturn flopped, so Playstation gets the credit. Dreamcast was going to be next gen, on par with the ps2. Unfortunately, Sega pissed a lot of people off, and fucked up big time with the Cd and Saturn, so the Dreamcast suffered. If the Saturn had never existed, the Dreamcast would have been the dominant system.
