In short, no. There are alternatives, but nothing is better at what Photoshop does than Photoshop.

When you say better than photoshop, what do you mean? Do you mean more features, costs less or just works in a different way?

I reckon its personal preference. You could probably achieve the same effects in both in different ways. Whether it be a combination of layer styles, filters and brushes

Speak for yourself. I find Photoshop's features to be lacking.

The Gimp. What's more, it doesn't take $1000 to get it legally. 
Meh, Gimp and Photoshop have about the same features. Also, you can get photoshop for about $75, it just wont be the newest version. Gimp is free yes, but most people, myself included, prefer photoshop.
