Well the Mustang has 128k miles on it, a tad much. 
Has it been rebuilt? You'll be lucky to find a cheap fox body with low miles thats not expensive, or a low priced fox body thats not completely rusted to shit. I'd at least go look at it 
I don't think it has been. I'd go to see it but my dad doesn't want me to get anything with high mileage like that 
Buy it and rebuild it. lol With as low as your budget is, your dad needs to realize it'll be hard to get a car with low mileage 
How much you think a rebuild would be anyways.

a rebuild kit and some time would go a long way. Kits can be as low as 300 bucks, the time it takes though is quite a bit for a first timer. If you have a pro do it, probly 2-3K. But if it runs fine I'd wait to get it rebuilt. 
I can do body work fine...but I'm not sure how I'd do rebuilding an engine. I saw some kits on Summitracing.com, they ranged from $300-$500 
Body work is completely different from building a motor.
