The answer is probably no. I don't have experience with ISPs across countries, but if it's in the US your browsing history will not be on the bill.

Highly unlikely, unless your using some crap bundled by your ISP. If that's the case, avoid IE at all costs, use Safari, Opera, or Firefox 3 and usually you can get around any systems to report sites. If you want to go the extra mile, use Tor (http://torproject.org) and Privoxy.
