For me it was just a nice way to decline, but now I've learned to just be straight forward...It's a lot less drama in the end.

Most of the time it's bullshit. Other times, they really may not want to mess up the friendship. But from my experience, it's been the former. You can't really get her to make the transition....but if you want some kind of hope, act like you don't like her. Same thing I'm doing to this girl I know...I pursued her so hard that she ended up not liking me. Now since I chilled out, I'm feeling the sparks from her again. take it easy, have a few girls on the side to talk to so you wont be stressing over just one, and try not to be too too aggressive that you appear needy.
