my cousins girlfriend texted me saying that my cousin smokes pot and drinks. my cousin told me he would never do things like that. she said he told her straight up that he was baked and whatnot. I'm honestly worried. i don't know if it's true or not about him and he wont text me back. i thought he is only 16. i don't know what to do. i want to be mad at him but i don't know if what she said is true or not. should i be worried?

I would be worried. I would talk to him about it, and if he continues to insist he doesn't do drugs/drink, then just calmly tell him that you're worried, and how dangerous it is. If you show genuine concern to him, he's more likely to reach out for you when/if he really does need help.

It's possible though that your cousins girlfriend is just doing this to get back at him because they had a fight or whatnot.
