Why would the UN concentrate on a national solution to the USA's problems. It's an interenational security organisation, it isn't just North America. Hence UNITED NATIONS.

UN and "governments" don't do jack shit except piss people off so all you really can do is complain, and if you have to much of an effect they'll probably assainate you anyway so its pretty much a win win sitch (note the sarcasm)

No, they shouldn't. If the UN actually tried to directly intervene in the US, people would be pissed. It's an international organisation whose primarily concerned with the security of its members. They cannot just go bossing around, there are principles of sovereignity that have to be respected. Although the US keeps forgetting about those at the most convenient situations. And either way, even if the US found a way of turning the oil problem into an international security threat that could be presented to the UN in order for them to act upon it, Russia would probably be only happy to veto it.

Russia does not have VETO power within the UN. 
They do. 
Link please, other than Wiki. Because we were told in IR this year that Russia did not have veto power within the UN, because of them being expelled from the security council some years ago.
