Bush should be charged with treason he was Negligent on 9/11 and many civilians died. Bush is also at fault for over a million Iraqis dead. There blood is on his hands.

1. He isn't negligent for what happened on 9/11.

2. He and most of Congress are at fault for the Iraqi's and is most of Bush 1 and Clinton's administrations.

The trade embargos caused many sick to die (mandated by Bush 1 and Clinton) while allowing UN insiders to back deal oil so Saddam's elite and sadistic supporters lived in luxury on the backs of the people.  

Our Constitution mandates that Congress issue a declaration of war - none such was issued.  It also does not grant Congress the power to remove itself of the responsibility of issuing one and transfer it to the executive - it did.  The executive is responsible for telling Congress it will not follow unconstitutional procedures - it did not so restrict Congress.
