Is that a good idea?

I've only worked 4 hours with them in the past 3 weeks.

THAT is why I am quitting, and that I have a new job starting next week (:.

What do I say?

I think you should quit because your not getting enough hours, but what does the phone have to do with it?

Tell them a new job offer has been made with more hours and your quiting. There is nothing wrong doing it over the phone as long as you never have to reapply there for a job. The last job I went in person to quit for made me feel bad and I ended up staying until my next job started.

I think you're legally supposed to give them a written notice of no less than 2 weeks.
Tell them it was a pleasure being a part of their team and that you have learnt many valuable aspects. But unfortunately due to certain circumstances you will no longer be able to work for them

Two weeks notice. Put in a letter and tell them face to face.

It's tacky, but it does the trick.

You can also no-call/no-show. That one's fun.

Retarded.

Quit correctly by utilizing two week notice and claim that you're leaving the company because you have to take care of your grandmother who is ill and so you will not be able to commit to any schedule of any kind.

Whenever possible, leave a company gracefully.

If you're not going to be graceful, walk in wearing work attire and go to your manager and say, "I'm not clocking in today."

"Why not?"

"Actually I'm not ever clocking in again."

Leave.

Exactly you should keep the reference in good standing, don't quit, resign and put in your two weeks notice with the excuse I gave you.

Only 3 weeks? Then fuck 'em. You wont get any sort of reference from them since it's been such a short period of time. Call in and tell them that you wont be coming back. Simple as that.
