its just part of the game. its not like its legal, you do get penalized for it just not as much as other sports.

technically its not legal, since they get penalized or fined, depending on the fight. its just apart of the game

It's against the rules to fight in Hockey. Atleast in the US it is.

It's illegal all the way up until minor league. I've been playing my whole life. Fighting is legal, but the fight must stop when a player falls to ice.

You do get penalized, but you don't see them ending the fight, do you?
The question was "explain to me why player can fight legally during game"
if its illegal, ref should stop them as other sports, they let them fight.
They can't fight legally. They can fight though.
